28 November – 4 December: HoR hand over the Constitution Referendum Law to the HNEC
On 29 November, the HoR handed over the Constitution Referendum Law to the HNEC.
21 November – 27 November: ISIS launch an assault on the town of Tazirbu
On 23 November, ISIS launched an assault on the town of Tazirbu, northwest of Kufra, leaving at least 8 dead, 11 wounded and 17 kidnapped. On 24 November, RADA arrested a suspected ISIS leader in the city of Bani Walid.
21 November – 27 November: LNA undertake airstrike targeting al-Qaeda linked group
On 17 November, the LNA undertook three airstrikes targeting an “al-Qaeda linked group” near Sadada, 76km east of Misrata.
21 November – 27 November: Russian indicates it has no plans for base in Libya
On 24 November, the Russian Foreign Minister, Sergey Lavrov, indicated to Italian media that Russia does not have plans to establish a military base in Libya.
21 November – 27 November: HoR pass the referendum constitutional amendment and approve the restructuring of the PC
On 26 November, the HoR passed the referendum constitutional amendment and approved the restructuring of the PC. On 22 November, the LIA said it will appoint auditors to undertake a wide-ranging examination of its assets.
14 November – 20 November: ISIS set up a checkpoint near Sirte
On 19 November, ISIS members established a checkpoint along the Sirte-Benghazi coastal road in the Wadi al-Hunaywah area near Sirte.
14 November – 20 November: “Local terrorist organizations” in Libya responsible for two attacks in early November
On 13 November, the Egyptian Dar Al-Ifta’a fatwa and takfiri monitoring group reported that between 3 November and 9 November “local terrorist organizations” in Libya undertook two attacks.
14 November – 20 November: UN Security Council lists Salah Badi for sanctions
On 16 November, the UN Security Council listed Salah Badi for sanctions. On 15 November, the US State Department renewed its ten-year US-Libya Science and Technology Cooperation Agreement. On 16 November, the LIA stated five EU countries paid out funds frozen by UN sanctions in 2011.
14 November – 20 November: Hashem Abeidi to be extradited to the UK
On 14 November, it was announced that Hashem Abedi will be extradited to the UK. On 14 November, the 7th Brigade from Tarhuna clashed with Abu Salim Central Security forces in Tripoli. On 15 November, the Security Operations Room of Sabratha arrested the former head of the Sabratha Military Council.
