On 29 November, the Tobruk-based House of Representatives (HoR) handed over the Constitution Referendum Law to the High Election Commission (HNEC). In doing so, the HoR concluded its constitution duty as laid forth by the 2011 Transitional Constitution Declaration. These duties were to pass a Referendum Law for the Permanent Constitution, pass the Constitution if the public in a referendum approved it, and help prepare the country for elections based on a permanent constitution.
On 26 November, the HoR approved the Constitution Referendum Law after it passed the tenth constitutional amendment ensuring that the law did not violate the temporary Constitution Declaration of 2011.
