On 29 April, US Special Envoy Richard Norland and US Charge d’Affaires Jeremy Berndt met with Osama Assed, Director of the Libya Centre for Strategic and Future Studies, to express their condolences at the death of their colleague Siraj Dughman. The EU Delegation also released a joint statement the same day saying its members are ‘gravely concerned about the circumstances of his death and strongly urge a comprehensive, transparent, and independent investigation of the incident.’ They said Dughman’s arrest, similar to those of numerous other civil society representatives and activists, citizens and foreigners, was not followed by any subsequent formal charges or court proceedings.
