On 2 March, the UN released a statement attributable to the Secretary-General expressing concern that the House of Representatives’ (HoR) vote of confidence on the cabinet of Fathi Bashaagha ‘fell short of the expected standards of transparency & procedures & included acts of intimidation prior to the session.’ The SG called on all actors ‘to refrain from taking any actions that could undermine stability and deepen divisions in Libya. The statement also added that Special Advisor to the Secretary General on Libya (SASG), Stephanie Williams, is looking to find consensus between the HoR and the High State Council (HSC) by inviting a joint committee from both institutions to come together as soon as possible ‘in order to establish a consensual constitutional basis that would lead to national elections as soon as possible.’
