On 24 December, Haftar called on Libyans to take up arms to remove Turkish forces from Libyan soil. On 23 December both the GNA and the LNA issued statements accusing each other of mobilising on the Sirte-Jufra frontline. On 25 December, GNA-aligned forces and the LNA conducted a prisoner exchange.

16-22 December: Italian Prime Minister meets Haftar to discuss Libyan-Libyan dialogues
On 16 December, the GNA’s Interior Minister met with the US Ambassador to Libya to discuss security cooperation between the US and the GNA. On 17 December, the Italian Prime Minister met with Haftar to review developments in the Libyan-Libyan dialogues. On 19 December, the head of the Egyptian General Intelligence Service reportedly met with Haftar to discuss joint security issues.
16-22 December: UNSMIL confirms LPDF is unable to agree on new Libyan transitional executive authority
On 14 December, clashes occurred between the Sirte Military Police and the LNA’s 128 Brigade. On 15 December, UNSMIL confirmed that the LPDF is unable to agree on a new Libyan transitional executive authority. On 16 December, the GNA Minister of Defence announced he had formed a committee to follow up on LNA ‘war crimes’.

9-15 December: Manchester bomber alleged to have received training from Libyan militias
On 8 December, the Guardian reported that the Manchester Arena bomber, Salman Abedi, may have trained and fought with Islamist militias in Libya during the 2011 revolution.
9-15 December: Turkey to extend troop deployment in Libya for 18 months
On 10 December, the LNA spokesman declared that Libya was in a ‘state of war’ with Turkey. On 10 December, the GNA released two Russian citizens who had been held on charges of election meddling. On 12 December, the Turkish presidency submitted a motion to the Turkish parliament to extend troop deployment in Libya.
9-15 December: GNA Defence Minister claims that the LNA has violated the ceasefire agreement
On 11 December, the GNA Defence Minister claimed in an interview that the LNA had violated its ceasefire agreement with the GNA. On 12 December, the ‘former’ commander of the TRB, Haithem Tajouri, returned to Libya. On 14 December, 32 members of the LPDF threatened to resign.
