On 13 July, the Constitutional Protection Force and Misratan Joint Force under the command of Omar Boughadada mobilised outside the National Oil Corporation (NOC) building, allegedly upon the orders of Government of National Unity (GNU) Prime Minister, Abdul Hameed Dabaiba. The recently dismissed NOC Chairman, Mustafa Sanallah, was eventually escorted from the building. The NOC (at that point still under the control of Sanallah) issued a complaint to the Attorney General and condemned the storming of the NOC, referring to the GNU as the ‘expired government’.
