25 – 31 March: Two NOC employees freed by LNA

On 30 March, two employees of the National Oil Corporation (NOC) who were kidnapped from Sharara oil field in southwest Libya in 2018 were freed by Libyan National Army (LNA) forces. The employees are Libyan national, Ashraf Msallam, and Romanian national, Valentin-Laurentiu Puscasu. They had been held captive for 1 year and 7 months. The NOC board issued a statement welcoming their release, noting that some workers in NOC facilities can be exposed to significant risks and stressing that the NOC must guarantee their security at all times. It is unclear how, why and by whom the captives were released.
