US Ambassador pushes financial mechanism and oversight committee

Meetings were held from 28-29 June in Tripoli between US Ambassador to Libya Richard Norland and a number of high-level Libyan figures, including The Government of National Unity (GNU) Prime Minister Abdul Hameed Dabaiba, Head of the Presidential Council (PC) Muhammed al-Menfi, PC members Musa al-Koni and Abdullah al-Lafi, and GNU Foreign Minister Najla al-Mangoush. Norland had another conversation with Menfi on 1 July via phone. On these occasions, the US-sponsored mechanism to oversee spending was allegedly discussed. Norland dubbed it the ‘Mechanism for Short Term Financial, Economic and Energy Dependability’ or ‘Mustafeed’. The US Ambassador also met with National Oil Corporation (NOC) Chairman Mustafa Sanallah and High National Elections Committee (HNEC) Head Emad al-Sayeh in Tripoli on 29 June, stressing the importance to Libya and the global economy of restoring Libyan oil production immediately.
