On 23 June, the UN Secretary-General, António Guterres, submitted a proposal to the UN Security Council (UNSC) for former Algerian diplomat, Sabri Boukadoum, to become the new Special Envoy of the UN to Libya. However, the UAE vetoed the appointment, rejecting it on the grounds that Libyan stakeholders and regional states had expressed concerns about the candidate.
