On 22 March, the UN’s Special Advisor of the Secretary General (SASG) on Libya, Stephanie Williams, convened the first meeting of the 6+6 Joint Committee in Tunis which aims to build consensus on a constitutional basis to enable the holding of elections. However, the High Council of State (HSC) sent 12 members rather than the requested 6, and the House of Representatives (HoR) failed to send any members. In her remarks to the HSC participants, Williams said stressed that she expected the HoR to submit the list of its representatives and join the meeting within the coming days, and proposed the HSC participants used their time with her ‘to hold in-depth consultations in preparation of the formal meeting with the HoR delegation,’
