On 10 October, the Tripoli Security Directorate arrested two suspects who had allegedly attacked the headquarters of UNSMIL with a rocket-propelled grenade. The investigator confronted them with the evidence presented by the arresting authority and verified that the findings of the Communications and Information Technology Department of the Attorney General’s Office matched the facts attributed to the two suspects. After recording their responses to the charges and legal violations against them, the Attorney General ordered their remand in custody. The Attorney General’s Office did not identify the suspects.
More broadly, the situation in Tripoli has seen no major changes over the last week, with the ceasefire between the Government of National Unity and Rada remaining in place (albeit only partially implemented). In her briefing to the UNSC on 14 October, SRSG HannaTetteh said, ‘To sustain the truce and promote sustainable peace in the western region, UNSMIL is engaging the Presidential Council on a mechanism to advance security sector reform in the West. I urge the Presidential Council to expedite the establishment of this mechanism and move forward with this process.’
She added that UNSMIL is in the process of verifying reports that dozens of arbitrarily detained individuals held in Mitiga were transferred to facilities under the authority of the Ministry of Justice.
