This week has seen the official launch of a joint security plan in the Tripoli and the deployment of the Tripoli Security Directorate Support Force.
On 25 June, Presidential Council (PC) head Muhammed al-Menfi and PM Abdul Hameed Dabaiba held an extensive meeting to discuss several important files, including security issues. The two sides emphasized the importance of implementing security arrangements, supporting the Tripoli Security Directorate, ending all arbitrary detentions, and submitting all prisons to a full judicial state in coordination with the Attorney General. They also agreed to re-organize the specialties of security, military and justice institutions, ensuring there is no conflict in powers and specialties according to the core organizational structure, and supporting the Ministry of Interior and Defence in performing their duties in a safe and orderly environment.
The same day, Tripoli’s Security Directorate officially launched the joint security plan in the capital, following a directive from the PC. The operation, led by Security Director General Khalil Wahiba, involves coordination among multiple security and military agencies to strengthen stability and address security challenges. The launch was marked by Wahiba’s field tour of key areas in and around Tripoli, with the aim of enforcing greater security and discipline across the city. This is in accordance with al-Menfi’s Decision No. 34 of 2025, issued on 4 June, which established a joint committee for security and military arrangements in the capital. The committee is headed by Wahba.
On 28 June, a forum of Misrata and Tripoli elders firmly rejected any military escalation in Tripoli, emphasizing that safeguarding the capital is a national responsibility. The participants expressed full support for the Tripoli Security Directorate’s support force and highlighted the vital role of social councils in fostering stability amid rising tensions.
On 29 June, the Tripoli Security Directorate Support Force, newly established on the orders of al-Menfi, held its first official morning assembly at its headquarters, attended by Tripoli’s Security Director Wahiba and several security and military officials. According to them, this inaugural gathering marks the beginning of a new phase of field organization aimed at enhancing security performance and instilling a sense of responsibility and discipline among members.
