On 10 September, Tripoli’s Council of Elders and Notables condemned the Stabilization Support Agency (SSA), labeling it a militia, and urged the Presidential Council (PC) to restructure the security apparatus under full government control.

On 11 September, Grand Mufti al-Sadiq al-Ghariyani condemned the PC, urging it to revoke recognition of Rada, which he claimed includes individuals with criminal records. Speaking on his Tanasuh TV channel, he accused the PC of fostering corruption by allocating large amounts of state funds to compromised security services instead of supporting legitimate governance. He also criticized the Justice Minister’s appointment of over 600 judicial police officers, questioning its legality and warning of its impact on the integrity of justice institutions. Al-Ghariyani cautioned that such practices threaten the rule of law and could lead to institutional collapse, amid growing public demands for reform and accountability.
