In her UNSC briefing on 18 August, SRSG Hanna Tetteh commented on the security situation.
She highlighted the recent violence in Zawiyya and Surman and welcomed the formation of the Western Region Security Arrangements Committee by the Chief of Staff – General Namroush, led by a senior officer of the 5 +5 Joint Military Commission, and the establishment and deployment of a Joint Military-Security Force on the Western Coast Road to restore calm. She said these measures can be effective in ending violence if they receive appropriate support and she urged the Prime Minister and the Government of National Unity (GNU) to provide the required resources to address this situation on a sustainable basis.
Tetteh also warned that contested appointments risk further fragmentation, in reference to the competing claims over the Libyan Intelligence Service (LIS) head, and highlighted that the fragmentation of the judiciary persists.
Tetteh expressed her concern the increase in hate speech, intimidation and misinformation targeting women and seeking to silence or marginalise their voices. A video appeared on social media in July showing the public flogging of a woman by judicial police in Sabha. She welcomed the prompt call for investigation by Libyan authorities, but said this incident further underscores the urgent need to uphold due process, legal safeguards and Libya’s human rights obligations.
