On 9 September, in a bid to counter the tense situation in Tripoli, the Youth Uprising Movement called for a major demonstration in Tripoli on the evening of the same day to reject war and corruption and to support the establishment of a unified government in line with the UN Roadmap. However, only a few dozen people participated in the protest.
In the evening, a special force of the Government of National Unity (GNU) Ministry of Interior’s (MoI) General Security Agency raided a house being used by an armed cell in Hay al-Andalus in the vicinity of the Dabaiba family villa. Two members of the security forces and three members of the targeted armed cell were killed. Three other cell members were detained, one of them wounded. Several members of the security forces were also wounded. A cache of light and medium infantry weapons, as well as a significant quantity of ammunition, was discovered.
According to the Military Prosecutor’s Office, preliminary investigations revealed that the cell members were former convicts and inmates who had been recruited by Osama Najim (aka al-Masri), the head of the Judicial Police who was dismissed by PM Abdul Hameed Dabaiba and who is wanted by the International Criminal Court (ICC). They were allegedly assigned to plan attacks targeting government forces and several high-ranking officials in the region. The Military Prosecutor affirmed that the actions of the cell members constitute grave criminal offenses under Libyan law and stressed that investigations are ongoing, with legal proceedings underway against all those implicated, including Osama Najim. There are rumours that the cell intended to attack the Dabaiba villa.
In the early hours of 11 September, skirmishes occurred in the vicinity of the Regatta Tourist Village.
