Shifts in Tripoli’s security dynamics as Rada and 444 attempt to reconcile

On 29 June, a reconciliation meeting was held between the 444 Brigade and the Special Deterrence Force (Rada) in their stronghold of Souq al-Jumaa in Tripoli, during which the respective leaders Mahmoud Hamza and Abdurraouf Kara reportedly agreed to reconcile following months of tensions and conflict. Broader reconciliation and development issues affecting Souq al-Jumaa were also discussed, including the return of displaced people to the area, infrastructure problems and stalled projects, the release of prisoners, and health issues. It seems political issues were not discussed.

This Rada-444 meeting is the latest in a string of reconciliation meetings between Tripoli militia leaders in recent weeks. Notably, this has seen the return of the Tripoli Revolutionaries Brigade (TRB) commander Ayoub Abu Ras and the Nawasi Brigade commander Mustafa Qaddour to the capital after their exile in 2022, with both men attending various meetings in the last few weeks.
