On 27 July, Speaker of the House of Representatives (HoR) Aqeela Saleh stated that Turkey was sending a stockpile of military weapons to Libya to be used by foreign mercenaries. He added that the former head of the Government of National Accord (GNA), Fayez al-Serraj, did not have the authority to sign treaties with Turkey, and emphasized that national reconciliation and unifying institutions was the only way to achieve stability in Libya.
