On 26 November, a detailed report by the Enact project warned of destablisation in Libya-Niger-Chad border triangle. The report identifies the Libyan National Army (LNA) decision to dissolve 128 Brigade, one of the main fighting forces in Fezzan, to rein in the political and security influence of its commander (Hassan al-Zadma, from the influential Awlad Suleiman tribe) as the trigger of renewed instability in the region. Members of the 128 Brigade, together with some Chadian armed groups linked to the brigade, reportedly clashed with other LNA units attempting to replace them in February 2025. This was followed by an uptick in the targeting for arrest of influential tribal figures and foreigners, particularly those involved in illicit economies.
