On 2 May, the head of the Presidential Council Muhammed al-Menfi hosted a high-level meeting in Tripoli to discuss the security situation and clashes in Zawiyya. During the meeting, which was attended by GNU Prime Minister Abdul Hameed Dabaiba and top security officials, Menfi instructed GNU Chief of Staff Muhammed al-Haddad to develop an emergency plan and form a security team made up of Zawiyya’s military leaders, in order to ‘combat crime and insecurity and improve the living and security situations there with full support from the head of government’.
