On 19 February, the National Reconciliation Coalition was formed in Zawiyya in the presence of Shaaban Hadiya (more commonly known as Abu Obeida al-Zawy) and current Commander of the Libya Revolutionary Operations Room. The National Reconciliation Coalition organised a public forum that brought together a group of social, military, and political figures, notables and people of the Western Region. During the forum, attendees discussed reconciliation efforts.
