On 3 October, Government of National Unity (GNU) Foreign Minister Najla al-Mangoush, confirmed during a conference in Kuwait that ‘some’ foreign fighters had withdrawn from Libya, describing it as a ‘very modest start’. Mangoush added that the GNU was ‘still seeking a larger and comprehensive organisation for the exit of mercenaries’. This was in response to reports on 30 September that Syrian mercenaries had begun withdrawing from Libya, with sources suggesting that approximately 800 operatives had returned to Syria leaving approximately 4,000 still in Libya.
