On 28 February, the Benghazi-based Government of National Stability (GNS) issued a formal condemnation regarding the dangerous expansion of regional conflict in the Middle East, characterizing recent escalations as a direct violation of international law and a primary threat to global stability. Expressing deep concern over the deteriorating security situation, the government denounced attacks on the sovereignty of Saudi Arabia, Qatar, the United Arab Emirates, Kuwait, Bahrain, and Jordan. In a show of full solidarity, Libya affirmed its support for these neighbouring nations and backed any measures necessary to protect their territories and citizens. The statement concluded with an urgent appeal to the international community, specifically calling on the UN Security Council to intervene and urging all parties to prioritize diplomatic dialogue to avoid catastrophic regional consequences.
Shortly thereafter, the Government of National Unity’s (GNU) Ministry of Foreign Affairs also released a statement, expressing deep regret and categorical rejection of the recent military escalation in the region, specifically condemning the Israeli strikes against the Islamic Republic of Iran. The Ministry warned that such actions risk widening the conflict, which would have a devastating impact on regional security and stability. Furthermore, the statement denounced the violation of sovereignty regarding Saudi Arabia, Qatar, Syria, the United Arab Emirates, Bahrain, Kuwait, Jordan, and Iraq, labeling these acts as a breach of international law and the principles of good neighbourliness, but without mentioning Iran in this context. In a show of solidarity with these nations, the Ministry emphasized that respecting territorial integrity and refraining from the use of force are fundamental pillars of the UN Charter.
On the same day, the Libyan embassies in the Gulf region called on all Libyan citizens there to fully comply with the directives and instructions issued by the competent authorities in the country, in order to preserve their security and safety. Flights from Libya on the way to the Gulf states returned home after the outbreak of the war. Further flights into the Gulf region and to Jordan were suspended.
On 1 March, GNU PM Abdul Hameed Dabaiba had a phone call with the Emir of Qatar, Sheikh Tamim bin Hamad al-Thani, in which he formally condemned recent attacks targeting Qatar and several other Arab nations. Dabaiba reaffirmed Libya’s categorical rejection of any infringements on state sovereignty and expressed full solidarity with the Qatari leadership and people. Emphasizing the urgent need to contain regional escalation, the PM advocated for intensified international efforts to prioritize diplomatic solutions over military tension. In response, the Emir welcomed Libya’s stance, noting that close Arab coordination is vital during this critical period to ensure regional stability.
In the evening of the same day, Presidential Council (PC) head Muhammed al-Menfi also held a phone call with the Emir of Qatar to express Libya’s full solidarity and categorical rejection of any threats to Arab sovereignty, while emphasizing the urgent need for international diplomatic efforts to contain regional tensions.
Mohamed Omar Baiyo, the head of the Libyan government’s media institution, stated about Iran – ‘America and Israel strike it. Then it bombs Arabs. This confirms it has lost its mind.’
On 2 March, al-Menfi called the King of Jordan King Abdullah II and the King of Bahrain King Hamad bin Isa al-Khalifa, expressing Libya’s full solidarity.
