On 22 July, IOM revealed that Libya is currently host to 867,055 migrants from 44 nationalities. More than half are residing in Tripolitania, 35% in Cyrenaica, and 12% in Fezzan. The most represented nationalities are Sudanese (313,000), Nigerian, and Egyptian. About 78% of the migrants are male. The vast majority of them – 48% – work as construction labourers, 10% as manufacturing or factory workers. About 21% are unemployed.

The UN expects the number of Sudanese refugees in Libya to rise sharply, reaching more than 650,000 by the end of the year. Currently, between 300 and 600 new arrivals cross the border every day – most of them are from Darfur.

On 24 July, UNHCR said that during the first half of 2025 it has provided humanitarian assistance to more than 52,000 individuals in critical need, most of them in Tripoli, Benghazi and Misrata. About 46,800 of them received core relief items such as blankets, hygiene kits, mattresses, and cooking supplies.

On 24 July, the AU the Peace and Security Council expressed grave concern over the abuse and violations faced by African migrants and refugees in Libya, demanding the closure of inhumane detention centres. It also called for the activation of the AU-UN-EU Tripartite Task Force on Migration and stressed the need to accelerate the opening of the African Union Liaison Office in Tripoli and the appointment of a continental Special Envoy on Migration.
