This week, ISIS Wilayat Libya issued a second video showing fighters pledging allegiance to the new global caliph, Abu Hasan al-Hashemi al-Quarashi. The wilayah’s leader is identified as Abu Thabet al-Muhajir. Between 18 and 19 fighters are seen in the video and ten vehicles.
