On 9 January, the Government of National Unity (GNU) Interior Minister, Emad Trabelsi, launched a plan to secure Greater Tripoli. During a ceremony to announce the plan, Trabelsi stated that the Criminal Investigation Department (CID) is the authority in Tripoli (implying the only authority in Tripoli) empowered to investigate crimes and arrest. Trabelsi announced that the Rescue Department had received additional powers and offices. Trabelsi said that in the long-term, the GNU Ministry of Interior (MoI) sought to expand the new ‘security plan’ beyond the capital, and eventually, to the rest of Libya. During the ceremony, a large number of security vehicles were distributed.
