Implementation of Tripoli Security Agreement stalled

On 1 October, Presidential Council (PC) head Muhammed al-Menfi and Government of National Unity (GNU) PM Abdul Hameed Dabaiba launched the implementation of the Tripoli Security Agreement through a multi-phase plan aimed at stabilizing the capital and consolidating its security and military institutions. The plan is designed to eliminate overlapping authorities and reinforce state oversight. The first phase starts with relocating all Ministry of Defense reserve forces to outside the greater Tripoli region. The second phase foresees the withdrawal of each security agency to one single headquarters inside the capital. In the third phase, the Tripoli Security Directorate will take over responsibility for securing the whole capital.

On the same day, a larger number of Zintani military vehicles, including armoured vehicles, left Tripoli via the Airport Road and the Wershefana tribal areas towards the Western Mountains. Those troops were deployed to Tripoli at the end of August and early September to reinforce the Zintani-led Public Security Force.

On 3 October, the Law Enforcement Department of the General Directorate of Security Operations of the Ministry of Interior said that it has intensified patrols across Tripoli Central Municipality, aimed at reinforcing public safety and traffic control. Coordinated with other security agencies, the deployment targets sensitive areas through vehicle inspections and crowd monitoring to deter crime and safeguard property. According to the department, these measures are part of a broader strategy to stabilize the capital amid rising security and traffic challenges, emphasizing inter-agency cooperation to ensure swift, effective responses and minimize risks to citizens.

As of 7 October, a week after al-Menfi and Dabaiba’s announcement about the Tripoli Security Agreement, several ‘Ministry of Defense reserve forces’ from Misrata are still present in the capital region, including in camps on the Airport Road, at Tripoli International Airport and in Tajoura.
