On 13 October, Human Rights Watch called for Italy to revoke the Italy-Libya Memorandum of Understanding on migration cooperation which will renew automatically for three years on 2 November 2025 if neither party revokes it or makes any revisions by that date. HRW said the MoU has ‘proven to be a framework for violence and suffering, and should be revoked, not renewed,’ and said ‘Italy needs to stop its complicity with the Libyan Coast Guard, who are implicated in the torture, exploitation, and degrading treatment of the people they interdict and bring back to Libya.’ HRW called on EU officials to use any contact with Libyan officials during the scheduled Warsaw and Brussels visit to emphasize respect for human rights and call for accountability for abuses.
