On 23 October, it was made public that Libyan National Army (LNA) Commander Khalifa Haftar has granted 138 officers an exceptional promotion to a higher rank. Haftar’s Resolution No. 357 / 2023 was actually issued on 17 October. The names of the promoted officers include Brigadier General Khaled Khalifa Haftar, son of the LNA Commander and Chief of Staff of the LNA Security Units, the Government of National Stability (GNS) Deputy Minister of Interior Colonel Faraj Qaim, the commander of the 166 infantry battalion and Khalifa Haftar’s son-in-law Ayoub Bousif Issa, and Bassem al-Bouayshi, Khalifa Haftar’s cousin.
