GNU and Italy discuss security cooperation and activate prisoner-exchange agreement

On 4 February, the acting Chief of the Libyan Army General Staff, Salah al-Din al-Namroush, met in Tripoli with the Commander of the Italian Joint Special Operations Forces, Paolo Pezzotti, in the presence of Italian Ambassador to Libya Gianluca Alberini. During the meeting, al-Namroush reportedly praised the strong bilateral relations between Libya and Italy, stressing the importance of enhancing military cooperation in line with the shared interests of both countries. Discussions subsequently focused on developing training and military advisory programmes, particularly in the areas of special forces and counter-terrorism.

On 5 February, the Government of National Unity’s (GNU) Ministry of Justice announced an agreement with its Italian counterpart allowing Libyan consulates in Italy to begin the legal procedures required to implement the latest prisoner transfer agreement signed between the two countries, thus confirming that the agreement has entered into force. This occurred after a Libyan delegation met in Rome with the Head of Cabinet at the Italian Ministry of Justice, Giuseppina Bartolomei.

On 9 February, PM Abdul Hameed Dabaiba received Italian Interior Minister Matteo Piantedosi on Monday to discuss strengthening bilateral cooperation between Libya and Italy and mechanisms for developing the existing partnership in combating irregular migration. The meeting addressed the outcomes of the first technical meeting of the Quartet Committee on Combating Irregular Migration, held on January 26. It was agreed to appoint permanent technical liaison officers within the joint operations room to oversee its equipment and operational arrangements, ensuring its readiness for joint operations and the regular exchange of information.

Dabaiba reiterated Libya’s firm position of refusing to allow its territory to become a destination or permanent settlement for migrants. He emphasized that managing migration requires a collective commitment from countries of origin, transit, and destination, particularly Italy and the European Union, through the practical and direct implementation of their political, financial, and technical commitments.

Piantedosi also met with Minister of Interior Emad al-Trabelsi during his visit, discussing cooperation between the two countries in the areas of border security and combating irregular immigration, as well as discussing issues of common interest and sharing experiences and experiences to enhance stability and security.
