On 25-26 May, the African-European Conference on Migration, organized by the Government of National Stability (GNS), took place in Benghazi. In his opening speech, GNS PM Osama Hammad called for the establishment of a European-African Migration Observatory to monitor the employment of workers in accordance with the respective legal provisions and the needs of the labour market, as well as the right of migrants to regular migration. Hammad noted that Libya is currently experiencing a large wave of displacement from Sudan. He warned that they could end up on illegal migration routes. According to Hammad, his government, with the support of the General Command of the Libyan National Army (LNA), is ready to participate in the implementation of international plans to stem illegal migration flows. Sustainable solutions to migration issues must be adopted by the countries of origin, transit, and final destination.

In the days leading up to the conference, the UN Deputy Envoy and Humanitarian Coordinator for Libya Georgette Gagnon led a delegation to eastern Libya. However, she did not attend the conference.
