On 20 and 21 October, the French Ambassador Mostafa Mihraje held several meetings in Benghazi. He discussed political and security developments with Libyan National Army (LNA) commander Khalifa Haftar, as well as the Security Working Group meeting held in Sirte a few days before. He then met with Belqassim Haftar, the head of the Development and Reconstruction Fund, discussing preparations for a French business delegation due to visit the city in November – the fourth to Libya in the last 2 years, and the second to Benghazi. Mihraje discussed the political situation and the need to relaunch the political process with House of Representatives (HoR) Speaker Aqeela Saleh. The Italian Ambassador Gianluca Alberini also met with Saleh, discussing the political situation. In these meetings, Saleh stressed the need to ‘unify the state institutions and hold the presidential and parliamentary elections’.
