On 16 October the European Commission announced the comprehensive ‘Pact for the Mediterranean,’ a strategic framework to deepen cooperation with Southern Neighbourhood countries such as Libya, Egypt, and Tunisia, across three areas of cooperation: empowering people through education and the development of skills with a focus on the youth; strengthening sustainable economies via clean energy and digital infrastructure; and enhancing security and migration management. The Pact also invites broader regional engagement, including the Gulf, Sub-Saharan Africa, the Western Balkans and Turkey. It will be implemented through a dedicated Action Plan following expected political endorsement by all partners in November 2025.
