On 10 October, the Embassies of France, Germany, Italy, the United Kingdom and the United States in Libya issued a joint statement welcoming the announcement of the Action Plan agreement. The Embassies underlined the need for Security Sector Reform (SSR) and Disarmament, Demobilisation and Reintegration (DDR) processes as well as the ‘establishment of an inclusive, accountable, civilian-led security architecture for Libya as a whole’. They concluded by warning that individuals or entities threatening Libya’s peace process or political transition would be subject to travel bans and asset freezes, in accordance with resolution 1970.
