Eastern and Western security institutions agree on joint border security centre in Benghazi

On 28 October, in a move aimed at consolidating Libya’s fragmented security apparatus, military and security representatives from across the country agreed on the location for a new Joint Border Security Communication and Information Exchange Centre, scheduled to become operational in the coming weeks. The establishment of this Centre is being coordinated by a Joint Technical Coordination Team (JTCT), formed in January 2025 with support from UNSMIL.

A similar centre was launched in Tripoli in April, but this one does not include permanent staff from the East. Together, these facilities are designed to facilitate real-time data exchange and enable coordinated responses to border-related challenges.

Ali Kilkal, UNSMIL Senior Border Advisor, emphasized that the timing of the Benghazi centre’s establishment is particularly significant for advancing military integration and fostering trust among Libya’s security actors. He noted that the initiative reflects the practical outcomes of collaborative efforts, sustained dialogue, and coordinated technical planning, which are, according to him, key elements driving Libya’s progress toward a unified and secure approach to border management.

The JTCT visited the proposed site, which was selected by the Libyan National Amry (LNA), during a two-day UNSMIL-supported meeting, which focused on border protection and countering transnational threats. During the session, participants also finalized equipment inventories and a training framework to support the centres’ operations
