Dabaiba claims he is bringing armed groups under state control

PM Abdul Hameed Dabaiba has sought to strengthen his rhetoric around the Government of National Unity (GNU) reining in armed groups and implementing the rule of law in Tripoli, as well as seeking to secure support from central region communities.

On 4 November, the Ministry of Interior said that its police forces continue to implement the security plan in the capital. The operation aims to curb security violations, address unlawful activities, and reinforce public order while upholding the authority of the state.

On 5 November, Dabaiba gave a speech to police graduates – including the Third Class of the Women’s Police Training Centre – in which he said that the GNU is committed to implementing its vision to end the presence of armed groups outside state institutions, stressing that ‘there is no future except with the police, the army, and the institutions of law.’

Dabaiba explained that the government has completed the first phase of taking over sovereign facilities such as ports and airports and praised the Ministry of Interior’s efforts in implementing the recent security deployment plan, claiming it has strengthened stability despite some isolated incidents. He stated that, according to the Attorney General, ‘there is not a single prisoner outside the jurisdiction of the judiciary’ for the first time since 2011, calling it a significant achievement for the rule of law. He said this occurred after the judiciary gained full authority over detention facilities.
