CBL systems hit by cyber attack

On 9 June, the Central Bank of Libya (CBL) announced that it has detected a cyber incident affecting some of its systems and technical services.

The CBL said that upon detection, emergency response procedures and business continuity plans were immediately activated in accordance with approved standards, and the necessary measures were taken to contain the incident, isolate the suspected affected systems, and mitigate its potential impact.

It said specialized technical teams, in cooperation with relevant authorities, experts, and international supporting companies, are continuing to conduct investigations and technical analysis in accordance with approved professional procedures. The aim is to determine the nature, scope, and potential impact of the incident on the affected systems and services, while simultaneously implementing a plan to restore the affected systems and services and ensure the continuity of the bank’s core operations and functions. The CBL noted that similar incidents around the world have taken some time to analyse and deal with.

The CBL said that at this stage, technical verification and assessment work is still ongoing to determine all dimensions of the incident and its potential impacts, including verifying any potential impact on data or information. The impact has been limited to a small number of systems. The remaining services continue to operate normally to date, including bank card services, LyPay, and other operational services.
