On 17 September, Belqassem Haftar, Director of the Libya Development and Reconstruction Fund (LDRF), met Turkish National Intelligence Organization (MIT) Director Ibrahim Kalin in Ankara to advance cooperation between eastern Libya and Turkey on stability, development and reconstruction. The meeting was framed by Belqassem Haftar as part of ongoing communication and coordination on files of mutual interest, with both sides positioning the Fund as a key Libyan counterpart for Turkish engagement on economic and reconstruction portfolios.
According to Haftar and the Fund’s statement, the talks focused first on the overall situation in Libya and the importance of creating political and security conditions that support stability and movement along the political track. A more stable environment is seen by both as essential for implementing development programs and reconstruction projects, with Belqassem Haftar presenting these as instruments to underpin national stability and recovery.
A second central theme was economic cooperation, particularly the role of Turkish companies and institutions in infrastructure and strategic projects across Libya. Haftar and Kalin discussed how to draw on Turkish expertise, capacities and long-standing experience in Libyan construction to advance major development and reconstruction schemes, while expanding investment and commercial partnerships between the two countries. Both sides underlined the need to maintain regular communication and coordination and to further develop Libyan–Turkish cooperation in ways that serve shared interests and support stability, reconstruction and economic development.
The meeting was presented by some Libyan media as one in a broader series of Turkish contacts with actors from different regions and institutions in Libya, and by the Fund as part of its wider effort to broaden external partnerships in reconstruction, infrastructure and energy-related projects.
On 19 September, MIT Director Ibrahim Kalin met in Istanbul with Government of National Unity (GNU) Ministry of Defense Undersecretary for Regions and Military Affairs Lieutenant General Abdul Salam Zoubi. The two senior officials exchanged views on developments in Libya and the wider region, explored ways to further enhance Libyan-Turkish cooperation, and discussed ongoing efforts to achieve political and military cohesion in Libya while preserving stability. Zoubi praised Turkey’s role in supporting initiatives designed to foster unity in Libya. According to official statements Kalin reiterated Turkey’s determination to continue supporting Libya’s security, stability, and national reconciliation efforts.
