On 18 April, UN Envoy to Libya Abdoulaye Bathily briefed the UN Security Council on developments in Libya. He noted the significant symbolic value of the 5+5 Joint Military Committee (JMC) meetings in the last few weeks and their pledges to secure elections, renounce violence, and swap prisoners (among other things), saying it represents a breakthrough in the path toward reconciliation and unifying the country. He said that the 5+5 JMC had asked for support to establish a joint force to secure Libya’s southern borders.
