On 5 November, the Office of the Attorney General announced that following an investigation into allegations against Osama Najeem (aka al-Masri) – the ‘official in charge’ of the Operations and Judicial Security Department at the Judicial Police – his detention had been ordered.
Najeem is accused of violating the rights of inmates at the Tripoli Main Correctional and Rehabilitation Facility, including through torture and degrading treatment. The investigator interrogated witnesses about the circumstances surrounding the violations of the rights of ten inmates and the death of one inmate due to torture. This interrogation produced sufficient evidence to bring charges.
Najeem is currently understood to be in pretrial detention and has been referred to the court for trial.
On 9 November, the Libyan National Institution for Human Rights welcomed the arrest of Najeem and demanded his extradition to the ICC.
