As winter approaches, Libyan human rights groups call for urgent action to help Sudanese refugees

On 19 November, Jaber Bouajila from the Libyan Human Rights Organization called on Libyan authorities in the East and West to protect Sudanese refugees from harsh winter conditions, especially in Kufra, which is a major refugee hub. According to Bouajila, over 100,000 Sudanese refugees are in Libya, with about 400 more arriving daily. He blamed both the Government of National Unity (GNU) and Government of National Stability (GNS) for failing to prepare for winter with inadequate shelters in remote areas like Kufra. Many refugees rely on private initiatives for temporary shelters, while the Libyan Red Crescent struggles to provide medical aid to the steadily increasing numbers of refugees. Bouajila said that a proposal had been submitted to the Presidential Council to form a committee to address the humanitarian needs of Sudanese refugees, with the GNU taking responsibility.

On 24 and 25 November, UNHCR organized a workshop in coordination with the GNU ministries of foreign affairs and interior under the theme ‘The Legal and Practical Framework for the Response Plan for Sudanese in Libya’. The workshop aimed to strengthen joint cooperation between Libyan authorities and the international community in addressing the humanitarian crisis caused by the influx of Sudanese refugees. In his opening speech, Salah Said, the Director of the International Organizations Department at the MFA, stressed the keenness of the State of Libya to enhance joint cooperation in the humanitarian field. The first day of the workshop focused on the significant contributions of Libyan institutions, international and regional legal frameworks, and strategies for enhanced coordination. The second day was about the key sectors of the response plan and involved discussions between UNHCR and relevant authori ties and other stakeholders.
