ISIS in Libya did not exist yet. During this time, parliamentary elections were held in the midst of an increasingly difficult security situation. Militias continued to fight in the East, with a car bomb in the parking lot of the constitutional committee and new fighting around ports. Khalifa Haftar’s forces attempt to shut down Islamist militias’ ability to smuggle arms, drugs, and other supplies into Cyrenaica’s ports. Meanwhile, prominent militia critic and civil society activist, Salwa Bughagis, was killed after casting her vote in the election likely by jihadists. This represented a turning point where jihadi actors were increasingly embolded while civil society was distinctly on the defensive.
