On 21 August, AFRICOM reported that a joint eastern (LNA) and western (GNU) Libyan military delegation had visited Ramstein Air Base in Germany on 3–7 August as part of U.S. efforts to develop cooperation between Libya’s divided armed forces. The delegation was briefed on the command, training, maintenance and logistics required for modern air-mobility operations and—as the centre piece of the visit—participated in a C-130J Super Hercules training flight. U.S. officials stressed the importance of integrated command structures, trained personnel and maintenance capabilities. AFRICOM presented the visit as its offering further support for military professionalisation and eventual institutional unification.

On 22 August, U.S. Senior Advisor for Arab and African Affairs Massad Boulos welcomed the announcements about the previous visit, stressing the importance of sustained engagement between military leaders from across Libya.
