GNS bans nationals from Sudan, Eritrea, Ethiopia, & Somalia from entering Libya

On 23 June, the Benghazi-based Government of National Stability (GNS) led by PM Osama Hammad issued Decision No. 113 of 2026, which bans citizens of Sudan, Eritrea, Ethiopia, and Somalia from entering Libyan territory.

The prohibition applies to all land, sea, and air border crossings and is aimed at regulating migration, managing the presence of foreign nationals, and strengthening overall border controls. The decree outlines specific exemptions to the entry ban. Members of accredited diplomatic and consular missions and their families are permitted entry, alongside foreign nationals employed in the education, healthcare, and medical assistance sectors. However, these professionals must possess the necessary work contracts, official approvals, and legal documentation from relevant authorities.

In order to enforce the new policy, the GNS Ministry of Interior was directed to coordinate with relevant agencies for immediate implementation across all border security checkpoints. In addition to halting new entries, the decision orders authorities to take legal action against individuals from the four designated countries currently residing in Libya without valid, legal residency status, which includes executing deportation procedures.

Eastern officials said the measure is part of wider efforts to tackle migration pressures, reinforce border control, and regulate the presence of foreign nationals in the country.
