GNU and PC hold high-level migration meetings with European officials

On 11 November, the EU’s Special envoy to Libya, Nicola Orlando, inaugurated with the Government of National Unity (GNU) acting Interior Minister Emad Trabelsi a new Border Guards training centre established by the EU under the Support to Integrated Border and Migration Management in Libya (SIBMMIL) programme, implemented by the Italian Ministry of Interior. Orlando called it an ‘impressive facility’ reflecting the EU’s ‘growing support to Libya’s efforts to strength the control of land borders and migratory routes in the desert to combat human smuggling and trafficking.’

On 18 November, the head of Libya’s Presidential Council (PC), Muhammed al-Menfi, met in Tripoli with a delegation from Hungary, which included the National Security Advisor, Marcel Béjart, the head of the Intelligence Service, the Hungarian Special Envoy to Africa, and the Hungarian Ambassador to Libya. During the ensuing discussions, they reportedly reviewed prospects for bilateral cooperation between the two friendly countries, particularly on – but not limited to – the migration file.

On 23 November, the EU Ambassador to Libya Nicola Orlando met with PM Abdul Hameed Dabaiba, holding ‘a frank and constructive discussion on the state and future of the EU–Libya partnership’. They discussed EU support for the UNSMIL roadmap and other issues, stressing the need for coordination on humane, rights-based migration management. Orlando commended recent Libyan steps to facilitate voluntary returns of migrants to their countries of origin in coordination with their embassies, and confirmed the EU’s readiness to deepen cooperation on land border management and the fight against human-smuggling networks.

On 24 November, the new British Ambassador Martin Reynolds met with Dabaiba, discussing shared priorities across migration, security and economic growth.
