31 October – 6 November: HoR and HSC hand over final agreement restructuring PC

On 31 October, the Libyan House of Representatives (HoR) and the High State Council (HSC) handed over a final agreement on the restructuring of the Presidential Council to UNSMIL. The HoR and HSC agreed, as per article 12 of the Libyan Political Agreement (LPA), on restructuring the current PC to a three-member body composed of a President and two Deputies with a separate prime minister.

On 30 October, the Libyan National Army’s Omar Mukhtar Operations Room spokesperson, Al-Manzar al-Khartoush, stated that it was launching an assault against the Derna Protection Force (DPR) remnants entrench in Derna’s Old City and that a conclusion to the fighting was imminent.

On 4 October, the Anti-ISIS Operations Room (AIOR) clashed with the Anas Dabbashi Brigade in Sabratha. The Anas Dabbashi Brigade, which it had previously controlled Sabaratha before being expelled in late 2017, is believed to have been attempting to re-capture the city.
