On 24 November, the newspaper “Washington Post” claimed eight suspected ISIS members were arrested within the proximity of Sirte in the last few weeks, according to unnamed Libyan commanders. They claim militant sleeper cells remain within some of the neighbourhoods. According to the media report, an anonymous Western official stated, “There is concern that as this conflict goes on, the ability of ISIS and al-Qaeda to regroup is going to grow… Nobody is under any illusion that we’re out of the woods in Libya yet on the counterterrorism front.”
