On 14 November, ISIS-Libya released four photos revealing the group’s members making a pledge of allegiance to new ISIS leader, Abu Ibrahim al-Hashemi al-Qurashi, after former leader ISIS Abu Baker al-Baghdadi was killed earlier this month. The photos were taken at three separate locations with 8 to 9 members in each photo.
On 15 November, the Government of National Accord (GNA) Minister of Foreign Affairs, Mohamed Siyala, at a ministerial-level meeting of the global coalition against ISIS in Washington stated ”IS threats in Libya are still imminent”. Siyala also revealed the GNA’s inclusive and strategic plans for counterterrorism.
