On 16 July, a report published by the US Defence Department inspector general asserted that Turkey had sent as many as 3,800 Syrian fighters to Libya in the first three months of 2020, but had uncovered no evidence to suggest they were linked to al-Qaeda or ISIS. The report claimed that the fighters were ‘very likely’ motivated by money rather than political or ideological reasons.
