The Guardian reports that British Special Air Service (SAS) forces have been deployed in Libya since the beginning of the year. This information comes from a leaked memo detailing a confidential briefing given to US congressional leaders in January 2016 by Jordan’s King Abdullah. The memo indicates that US lawmakers were personally briefed about plans for Jordan’s special forces to operate in Libya country alongside the British. King Abdullah confirmed his own special forces “will be embedded with British SAS” in Libya. The meeting included Chairman of the Senate Armed Services Committee John McCain, Chairman of the Senate Foreign Relations Committee Bob Corker, and Speaker of the House Paul Ryan.

On 28 March, UN Secretary-General Ban Ki-moon said he was seriously alarmed and concerned about the spread of ISIS in Libya. In a meeting with Deputy Prime Minister of the Libyan GNA Mr. Mousa al-Kony in Tunisia on 29 March, Ban expressed deep concern and disappointment at the leaders of Libya, but urged them to move forward. ‘They must address these issues with one government, one voice and with a sense of unity’, Ban stressed.
