On 4 August, Minister of Interior Emad al-Trabelsi, Ministry of Defense Undersecretary for Regions and Military Affairs Lieutenant General Abdul Salam Zoubi, and National Security Advisor Ibrahim Dabaiba visited Turkey for a series of high-level meetings.
Turkey’s National Intelligence Organization (MİT) chief İbrahim Kalın met Zoubi and Ibrahim Dabaiba for talks on efforts to establish security and stability in Libya as well as on bilateral cooperation. Moreover, they discussed political developments in Libya and in the wider region. Both Libyan officials praised Turkey’s constructive role, while Kalın reiterated Ankara’s commitment to Libya’s territorial integrity and political unity. Turkey supports efforts to bring the country’s eastern and western administrations under a single national framework. The discussions also touched on unifying Libya’s military institutions on professional foundations, strengthening state structures, and maintaining close coordination to enable a viable political process. Both sides underscored the need for continued consultation to sustain stability and create conditions between all Libyan parties for a comprehensive settlement.
While Zoubi and Dabaiba talked with the intelligence chief, al-Trabelsi met Turkish Minister of Foreign Affairs Hakan Fidan. The discussions focused on security cooperation, bilateral coordination, including institutional support, and Libya’s stability.
Immediately thereafter, al-Trabelsi met his Turkish counterpart, Minister of Interior Mustafa Çiftçi, to advance operational security cooperation. The discussions centred on training programs provided by Turkey’s gendarmerie and coast guard for Libyan Interior Ministry security forces. Both ministers agreed to intensify coordination on irregular migration, which they called a shared priority given regional pressures.
In a separate meeting MİT chief Kalın met with al-Trabelsi to talk about specialized security cooperation and intelligence coordination, particularly with regard to counterterrorism and human trafficking. The talks reviewed mechanisms for expanding joint work in security and intelligence fields, enhancing information exchange, and improving institutional capabilities. Kalın emphasized that support for Libya’s security and development would continue, and that Turkey would remain in close cooperation with Libya and other North African countries. Al-Trabelsi expressed appreciation for Turkey’s support to the Government of National Unity (GNU), while both sides framed the meeting as part of ongoing consultations aimed at reinforcing stability and addressing shared security challenges.
